Commenting on the blocking of the Housing Legislative Competence Order by Conservative MPs, Welsh Liberal Democrat Shadow Minister for Housing, Peter Black AM, said:
"This outcome is further proof that the Tories do not understand devolution and do not care about Wales. Due to their intransigence and the incompetence of Labour and Plaid Cymru the Assembly has once more been denied the opportunity to take important action to tackle the affordable housing crisis in Wales.
"This Housing Order is a good example of how not to implement devolution. It took three years for Labour and Plaid to get it right. By the time they delivered it was too late. Despite this it could still have been saved if the Labour Westminster Government had shown some commitment and tabled it for debate in time. Instead it fell foul of the political opportunism of the Tories, an outcome that appears to suit both sides.
"This has been a fiasco from start to finish. The biggest losers of this political game have been those desperate for a roof over their head. It is a disgrace."
