Welsh Liberal Democrat Housing spokesperson, Peter Black has said that the publication of 'WHQS plus - Maximising benefits across Wales' is an admission of failure on the part of the Welsh Assembly Government on their target of getting all social housing up to standard by 2012.
The document produced by 'Inform to Involve', an Assembly Government project providing support to local authorities and tenants with the Welsh Housing Quality Standard, states that the Welsh Housing Quality Standard capital programme will be available between 2009/10 and 2013/14, despite the target of having the work completed by 2012. Other spending commitments run far past the 2012 targets, such as the boiler and heating system replacement programme which will still have spending allocated in 2015/16.
The Government also claim that this work will provide up to 4,000 new jobs in Wales.
"The 2012 target was set nearly eight years ago but there progress has been very slow." said Mr Black. "This plan has been brought forward far too late and now admits that they will be running this program far beyond the original target."
"This is a disappointment but one that we all knew was coming. The Minister must now ensure that they are able to keep this plan on target. That means putting the necessary resources in place and supporting those Councils whose only hope of achieving the target is to transfer their housing stock to a housing association. Failure will not only see more tenants living in unsuitable properties for longer, but a delay in creating these 4,000 badly needed jobs in Wales."
