Older people needing care at home have to wade through a morass of regulations before getting the help they need according to new reports out last week.
Both the Local Government Association and a consortium of charities in the area including Help the Aged, Carers UK and Counsel and Care, have pointed out that the present system is letting down older people badly.
Mr. Black, who is the Welsh Liberal Democrat Spokesperson for Social Justice commented:
"To be effective, help must be both timely and easy to access for all. What these two reports make crystal clear is that getting access to care at home is neither.
"Elderly people needing help for the first time can be asked to fill in up to 700 questions across six forms according to the LGA report. We need to cut the red tape surrounding social care.
"On top of that, the actual provision made needs to be streamlined. The charities discovered that 51% of those replying found the system confusing, and a whopping 57% found it depressing.
"This isn't good enough. The application system needs to be pared down, and Government ministers need to act to make the provision itself simpler, and more personal."
