In a debate on libraries today Welsh Liberal Democrat spokesperson for culture Peter Black AM called for the Welsh Assembly Government to acknowledge the important work done by local authorities.
Peter Black AM said: "In areas where funding has been made available by local authorities there have been enormous improvements.
"In particular, Welsh Liberal Democrat led councils have had substantial investment over the last four years, helping to reverse the decline that resulted from prior administrations.
"In Swansea the council have created a brand new central library in the heart of the civic centre, with extended opening hours and 60 computer terminals to provide community internet access.
"Bridgend has seen over £80,000 per year invested into the book fund to reverse Labour's neglect.
"In Cardiff, the Welsh Liberal Democrats have reversed labour plans to close two popular branch libraries and have invested highly in the whole system. And in 2009 residents of Cardiff will have access to a brand new central library.
"In Wrexham a library refurbishment programme and an increase in the book fund of £250,000 -£315,000 has resulted in a 19% increase in visitor numbers.
"The Libraries for Life programme is set to develop library services throughout Wales with a £2.5million budget for 2008-9. In comparison, Cardiff Council has secured £900,000 for the refurbishment of a single library in the Cathays area as well as investing in improvements to existing services."
Mr Black added: "These improvements are all thanks to local authorities. If WAG wants to take credit for library improvements then they need to put their money where their mouth is and invest in these essential services.
"Libraries are an integral part of communities and provide a valuable educational facility. It is only fair to give credit where credit's due."
