The Welsh Liberal Democrat Social Justice spokesperson, Peter Black, has thrown down a challenge on child poverty to the Plaid/Labour Government in Cardiff.
Mr. Black was speaking after it became clear that Labour's pre-budget plans contained no significant new funds to meet the government target of halving child poverty by 2010.
"Estimates suggest that meeting the target will mean lifting 800,000 children in the UK out of poverty in the next three years, and will cost around £4bn," he said. "There is no evidence that Chancellor Darling is prepared to commit such a level of resource.
"Inevitably this will mean yet more of the responsibility in tackling child poverty landing on local councils and their partners.
"As a party committed to the idea that Whitehall, and Cardiff, do not always know best, the Welsh Liberal Democrats welcome such a move, so long as it is properly resourced.
"Poverty disfigures Wales. The challenge for the Plaid/Labour Government in Cardiff is to be bold, and ensure that local councils get the tools to do the job in terms of finance, while allowing them and their partners to get on with delivering effective local solutions.
