Education spokesperson Peter Black today launched a new pre-16 education document, which will form the basis of Welsh Liberal Democrat policy for the remainder of the assembly and beyond.
Mr Black said: "Giving young people the best environment to learn is key to Wales's future, and at the moment, not every Welsh school pupil has access to the best facilities available.
"The Welsh Liberal Democrats have always rejected Blair's selection-based education reforms, and this document outlines our ideas. It puts forward 21 points for 21st century school-age education in Wales and emphasises collaboration between schools, not picking off the most able pupils and neglecting the rest.
"Working for better standards means more teacher time for every pupil, schools sharing resources, facilities and even teaching time to ensure more pupils have access to the best education possible.
"It also means improving the dire state of many school buildings in Wales. The recent PWC report confirmed that Labour are failing to meet their own target of making schools fit for purpose by 2010, and they are breaking their promise to Welsh schoolchildren.
"Welsh Liberal Democrats fought for more money for schools in the last budget, enough for 200 extra teachers, only for Labour and Plaid to agree a deal providing enough money for an extra 10. We can't expect to provide a better education without lowering class sizes.
"This document outlines how the Welsh Liberal Democrats intend to make school-age education in Wales better. Whilst others demonise and talk our young people down, I want to talk their potential up. I want to work to make sure the next generation of Welsh scientists, entrepreneurs and trailblazers gets the best education possible."
